The Wandering Sea is the Third Branch of The Mage Association. The three branches are, in very short summary:
The Clock Tower in London belonging to Solomon's student Brishisan. Brishisan's Clock Tower embraced the modernization of magecraft while Atlas and The Wandering Sea refused.

The Wandering Sea is the original foundation of The Mage's Association. They didn't simply refuse to embrace the modernization of Magecraft but isolated themselves from both god and man. Their island floats through space/time only accessible via five gates. That is The Wandering Sea. A secretive organization which rarely if ever adds new members and studies their Concealed Laws of The Gods.
Baldanders is another name for The Wandering Sea. Not a person. =p
