Yes, EN/Global is exactly 2 years behind the JP servers. Occasionally we'll get stuff 'ahead of schedule', usually QoL changes and upgrades of that nature, but that's why we have Clairvoyance A on upcoming banners (the Richard banner notwithstanding, that one came out of nowhere)
