For what it's worth, I read this as Mutsuki having a crush on her teacher, and him having no idea how to react. This means that I basically disagree with both of you: with @Kalbiaczek because it's not disgusting to crush on one's teacher, and with you because I absolutely do see romantic undertones in this relationship.
