My deadlift form has been trash for years despite having a great squat, and I solely think its for the reasons identified here

The fast movement really depends on your goals. If you are a power lifter you want the explosive movement. Especially at the lighter weights as it carries over in the heavier.

If you're are bodybuilding it's more of the pump and squeezing blood to the muscles. Controlled movements.

My understanding is that you also want to lift more slowly while training because it's just a better workout overall. Doing pushups, for example, it's harder to do them slowly than it is quickly, because you're spending more time with your arms at angles that put the weight on your muscles, and by extension you're working the muscles harder too.

I think I'd simplify Koharu's advice in the chapter as easily as "DON'T YANK."

As much as cranking up your lifts to max can seem striking or shortly grant a little bit... it's not effective for beginners, dangerous, and short-term. Your health is better off with gradual investment towards self-improvement and daily maintenance.
