It's not what he meant. She approached him back then, he's saying that he wants to be the one to try and be her friend now, that it is his responsability since he's the one who remembers.
It's not hard to understand where he's coming from.

It’s gonna be the name reveal. I mean, when has Okarun referred to himself so often as “Ken“ in his internal monologues? He’ll probably work up the courage and introduce himself and it’ll spark the magic/neurons and all her memories will come flooding back. BUT not before an alien/yokai attack that puts Momo in danger because she can’t use her powers and doesn’t believe in aliens anymore.

The most annoying part is basically everything in this chapter could have been accomplished without Momo’s memory loss. Just have it be that Okarun is struggling to muster the courage to confess to Momo, you get the same results without the memory loss nonsense.
