Unfortunately, young men are basically discouraged from trying to look good, and then the more recent trends like "men are trash", "guys are creepy", and just general widespread misandry makes the problem even worse because it makes guys feel completely unwanted and unloved so they think "why bother if people will hate me anyway?"
The culture definitely took a wrong turn in that regard over the past 20 years.
