i wish we could trust "science" these days. more often than not there's an agenda or political pressure altering the results that can't be reproduced. think i'm a nut? look at the evolving recommendations of the WHO while china was being rocked by the virus from november up to february. "science" isn't an authority when the truth results can be politically motivated.

the fact is that the WHO didn't do any actual investigation of the virus before giving recommendations. they relied on the chinese gov't to provide all data because china doesn't like prying eyes. and why would they feel like that would be sufficient? it's hardly a scientific method of investigation. if this is the quality of the work that the WHO does, is that reason to trust "science" or not?

Interesting character. A "cynical leech / scammer" sort of, except she's taking care of a group of people (the invaders) who society spurns. But she's not simply a secretly-noble character, with how she yelled at her mother... although her mother was on board with pretending to have dementia, so maybe the yelling was an act and the mother was in on it...

@Bana What investigation of the virus could they do, prior to it spreading to other countries, without china's cooperation? It wasn't until halfway through January that the first case outside of China was confirmed, and WHO's first field investigation in wuhan wasn't until a week after that. I don't think there was ever a claim that it was "sufficient", only that it was all they had to work with.

@Brackass I like the depth the author is giving even his minor characters here. There's no simple "this character is 100% good, this character is 100% bad", they all have their own varied motivations, perspectives, and flaws.

well, considering the fact that they had no first hand data, no recommendations against quarantine of people from china and travel bans should have been made. if you don't know anything about something, don't say anything about it. only once they had a WHO team assess the situation would they have the required knowledge to give educated recommendations as far as a proper course of action.

what we got instead was months of downplaying of the contagious nature of the disease, denouncement of any efforts to stop travel to and from the nation, and the accusation of racism due to the fact that people were considering actual effective means of stopping the spread of the virus. then, after all that, in february they had the gall to act like everyone who hadn't taken precautions to stem the spread were ignorant reckless fools who were dooming the world to an epidemic.

Did Asano just draw... a normally beautiful woman with no visual gimmick in this manga? Somehow this makes her seem weirder looking than the normally sort of funny looking characters.

Well she seems to not be as one-dimensional as the first couple of pages implied so I look forward to more of this reporter.

Mate, it's you who doesn't know what you're talking about. WHO took the situation a lot more seriously than you pretend it did. Here, let me jog your memory.

31 December: China informs WHO of the virus and the Wuhan case statistics; WHO was on full alert and ready to work with them same week.
Early January: All available data on the virus was shared (including the genetic sequence which was published immediately upon research), and the first travel guidance was issued by WHO. Case count was still very low at the time, so most things we know about the progression and transmission of the disease now weren't known then.
14 January: First confirmed case outside China.
21 January: WHO starts publishing regular situation reports and considers declaring the virus a health emergency of international concern (PHEIC). Total number of confirmed cases outside China at this point is 6 and the total death count worldwide is, coincidentally, also 6 (all of them in China). Take note that the first meeting on the matter was convened when the numbers were this low.
30 January: Total number of confirmed cases outside China at this point is 89 and the total death count worldwide is 170 (all of them still in China!). WHO declares PHEIC and advises the countries to prepare for containment measures. Here, some illustrations.

At that point everything was in the hands of the governments because WHO has no authority to tell them what to do; it's their own responsibility. WHO had already received a lot of shit earlier as being "too alarmist" for claiming the 2009 H1N1 outbreak was a pandemic despite having case fatality rate on the same order as the typical seasonal flu. Perhaps rightfully so, because declaring an outbreak a pandemic is an immediate hit on global economy even if a government doesn't enact any emergency response. But this time they did everything right; it's the governments who didn't take the threat seriously.

So let us assume that if either China shared the information earlier or WHO elevated the status of the outbreak earlier (or both—it doesn't matter since the information would've come in at the same time), things would have been very different. Unfortunately, since neither statistics nor other factual information about the virus was known ahead of time, the total time advantage that other countries would have gotten out of it would be between one and two weeks (much closer to one than two). So let's see what they did during this time.

Oh right, most of them did fucking nothing, didn't they. Except South Korea and a couple more small countries. Did Koreans get some inside info from China and/or WHO? No, they just had a sensible government in place who assessed the available information and acted on it almost immediately like they should have. They invested a lot into it early on but ended up among the least affected countries in terms of both fatalities and economic impact, despite having a massive population density and travel flow with China. Because acting early means you lose less later.

If your country reacted to the risk of epidemic at least two weeks later than Korea, that's clearly not WHO's problem—that's your government's problem. Can't blame that on WHO, sorry.
