I know you can't take anything in this series at face value, but skull / fortuneteller lady straight-up admitted it at the end. I'm also not sure who else it could be unless the maids actually are involved, or the author is playing the "unreliable narriator" trope and it's actually been Macchon the whole time, though that seems pretty unlikely.
