my personal guess is that shes either:
1) an exorcist that was so spiritually powerful that when she died she was able to come back as some sort of divine spirit and thus leads the exorcist organizaton

or

2) She's the succubus king and is using her position as head of the exorcist organization to regain all of her sealed away pieces.

I had to look up the raw, and it did say サキュバス王 which is king, instead of using 女王,
but I read that the kanji can be used for woman if she is the ruling queen
