Most people are talking about Fujishoro realizing her feelings when IMHO the much bigger issue is the chip Kuro has on her shoulder. Even if Fujishiro realized her feelings completely and confessed in the most heartfelt way they could not, at this point, be together, because Kuro's inferiority complex runs so deep that she can't even force herself to say Fujishoro's first name. Because she is not a person, she is an unreachable idol. A piece of art that cannot be touched or soiled by anyone, let alone or even especially her, the lowly being. She even feels guilty about using an umbrella excuse to spend time with her, because she thinks she is unworthy. She will rather see Fujishiro with someone else who is "on the same level" rather than accept her feelings, even if she would be aware of them. Even if previous hints were rather minor, Ch 25 p 15-16 basically bashes the reader over the head with that fact.
Compared to that, Fujishoro accepting her feelings is just a minor issue and, more or less, just a matter of time. She knows that she feels something and she knows that being called "a friend" is not "it". Now she just has to figure out what "it" actually is.
