Your comment got me curious enough to look her up, and turns out Chihaya was first mentioned by Aoyama in the questions for the Wild Police Story spin-off manga back in 2020. She never appeared in it directly, but one question was about if there were any scenes he wanted to include and he mentioned her. I guess he liked her character enough he still wanted to use her in some way, and a romance is a good way to add her to the main story. Definitely been there as a writer, I've fleshed out way too many incidental characters and wanted to find a way to use them...I refuse to believe there is no external factors affecting gosho when it comes to chihaya’s addition and whatever this romance with the inspector is.
A character who is related to a character that only appeared once in the main series and is getting a whole movie next.
Unless she would be chasing gin down personally on a highway in the end I see no real reason to put her in.

Something tells me this time it won't be a "she stole the captain from me and I killed her" but a "I loved her and he stole her from me".Guessed the victim all the way from the bath scene, Gosho is becoming quite predictable now, if it's even him that makes up these stories, I kinda doubt it, afterall it says in big letters on the first page that he is only the original author, not necessarily the author of these filler stories.
