I also found the fact she was inside the bath when Chihaya arrived to be pretty odd. Even if she was actively searching for the ring, something about that whole interaction—her being in the bath, then specifically asking about her undergarments—felt weird. Well, as it happens, there is a way to use plastic bags filled with water as some kind of looking glass to look for stuff in mud (see this article). So the person who did it is probably the one who was in the bath. Also she has a plastic bag for her underwear, so she might be planning to use that to search the ring again with the aforementioned method, but not sure if that's really anything. Her being the closest to the mud baths is already suspicious enough.
That was what I thought too. Like she didn't even look like she was searching, she just looks like she was relaxing in the bath, and that really flagged as something that looks weird. If she'd been really feeling around for it in the bat, you'd think she'd be like hunched over and moving around more.
