Yuki Takeno reappeared in a flashback in File 1129 proposing to his boyfriend. Her case (File 322 to 324) was attempted murder and later her own attempted suicide so I suppose she was let free after community service hours and some therapy?

Can't remember anybody else at the moment but I suppose any character that didn't straight out murder somebody could potentially return

The only reason I withheld reading this chapter until now because of the massive spoilers of all the culprits revealed so far in the story

Now that must have been hell to draw all the culprits. Props to the artist for doing this.

It's extremely rare, especially if a former culprit returns to the story physically. The other users gave you good examples but another from my top of my head is Ray Curtis( Shinichi's favorite football player), maybe?

He doesn't physically appear again after his case but Ran talked to Shinichi about him the next case after and later on his apperance on a newspaper became the decisive evidence of the same case.
