There's some mention that lingering souls need to have something done before they'll pass on to the afterlife. This could potentially be that.
Alternatively, it could be that they've either sworn their souls or something else in return for their requests dealt with.

The main question is.
Are all the requestors already dead or not?

@Robbini they might be dead sort of but there is a chance they might revive or something if the player manage to succeed like for example from the MC beginning mission the requester could have died there then given a chance to change his future and made the request for him to survive that battle.

That would mean that the ones offering the deal and fulfilling it either can revive people or rewind time.
Both of which are pretty damn rare and powerful.
And the payment for any such deal tends to be pretty high.

Time travel with parallel worlds is a nice addition to my list, adds more depth. What would be even more epic is if those lives are connected to the mc like past lives or something
