The translation is certainly confusing, but I manage to grasp whats happening in this chapter. I'll summarize:

• MC meet his rival (the guy that offers him grand healing potion for MC's mother, a stipend for not signing the contract before Hufno/Sapiel mission).
• The reason being that MC notice the rival who has been level 99 for 10 years and didn't chose to level up to lvl 100 (and thus buying back his soul and be done with having to delve the often dangerous missions) because he is searching for someone from the rival's previous mission. MC wants to know why he went through this much effort, since it implies that he could meet Sapiel again. Which he had fallen madly in love with.
• The rival proceed to explain that he went through all that effort because it is actually possible to bring back someone from the game dimension into the real world, the proof being the pink haired secretary that MC deal in the admin office is originally a fairy/elf from the game dimension. Thus the rival believes that its possible to bring someone he love from one of his mission (is it janice? or elle? this is where the TL got thing confusing).
• This possibly give resolve to MC to bring back Sapiel from the game world to the real world.

Also MC and rival are apparently best friends now, with rival giving him a healing potion for his hand aside from the valuable information I explained prior.
