I'm guessing there were only a few chapters of this series a year for a while looking at the publishing dates at the end and that definitely affects the writing in that this volume, at least, feels a bit like the first few volumes of Section Chief where it feels more like a collection of one off stories without much of an ongoing plot to tie them together beyond the bad economy looming over everything.
But this was also the time where Hirokane was doing two other ongoing series in Kaiji Ryuusuke no Gi and Last News and I think 1994 or 1995 is when he started Tasogare Ryuuseigun as well so something had to give at some point.
I did wind up inadvertantly spoiling myself on how the Shima series develops up through the present and truthfully it made me look forward even more to this because there are some plot points which I really can't wait to see and get the full context of.
