It's still messed up to kill the near-dead kids, but given Blackwater-Skunkworks showed up right away... I'm grudgingly accepting this isn't out of character. Any small chance of cyborg rehab or at least a pleasant dream disappears if the kidnapping victims are just raw materials in the psi arms race.
