Are there metal models in Japan? I recall that the ones from Games Workshop used to be a pain, but they were manageable.

What's on page 9 is one of the biggest dumbass things I've ever seen, what the hell is that?
Also on page 21 the protagonist looks strange, I think the tight clothes don't suit him, He also seems to be very muscular.

So, a model otaku starts with snap-fit and eventually evolves to kitbash and then there's an option to jump to dragon girl nails? Do I have that right?

Why not use a Dremel? Just needs a good enough filing bit.
Nail salons already use rotary tools with metal files, but I can give you that the files they use probably aren't hard enough for dragon nails.

As for why he doesn't try one I'm guessing that he does everything by hand and does not have a rotary tool. While I have practically 0 experience with plastic models I can say from my use of the tool that it's highly likely that its too aggressive for the plastic and rather than filing it will just melt, even with a low speed unit.

You'd need a low surface energy adhesive to put acrylics on dragon nails in this setting without extensive research and maintenance for dragon-specific manicures. They make adhesives for surfaces that are typically hard to stick things into, but they're expensive specialty products.
