We are pretty clearly missing something because I don't think Lienna has appeared strong enough to warrant another nation holding off on invading. Lienna's own recollection is that she never fought on the frontline so either she's lying to us the reader for no particular reason or she did something casually that instilled fear in the other nations.
Was Claire that same girl that kept Lienna from living a normal life? I mean I guess I like that she got murked and the whole country is gonna be destroyed. It just feels kind of anticlimactic. Presumable the knights that got killed were the strongest below Lienna but like if they're not that strong how could Lienna be strong or be trained to be that strong. Lienna has been swamped in paper work since becoming the commander and doesn't have time to train. How could she possibly have gotten stronger or stayed as strong as before under these circumstances?
Lienna was willing to take on the dragon by herself, and in Chp 1 implied she would've at least been able to get away if she wasn't sleep deprived. She also single handedly pulled out the sea monster, tanked an attack and then cut its leg off. And she did that while still being rusty and out of practice from only doing desk work.
Claire wasn't keeping her from living a normal life. You can see that Lienna joined up as an apprentice while really young, and that both she and Claire are already wearing the same uniform. Becoming the knight commander was also Lienna's goal, not something pushed onto her by Claire.
And if the knight commander was such a strong and amazing deterrent, why the fuck would the rest of the knights badmouth her? Though judging by the boy's reaction when the elf mentioned that, seems none of them ever thought that far. Right. Further establishes the fact that they're all idiots.
When you see your boss only ever in the office and never do any "real" work, you're going to think they're just there for appearances sake, it's that easy. Made worse if you think the office job is easy and your boss doesn't ever sweat.
I mean, the country is stupid right? Not having your Decisive Weapon aka Knight Commander properly taken care of.. or even supported with men is just stupid. Who the heck sent their S-rank hero alone without at least assistant or supervision?
The noble that's overall in charge of the order is shown to be slacker at best, incompetent at worst.

1. we know that the forces were poorly prepared on the invasion.. like someone said in here they didn't think that they would be attacked and somehow slacked off. Hell they waited TOO long to find an acting knight commander.
Not invasion, not yet at least. It was a recon in force. Instead of purely scouting with light infantry, you bring enough power to cause havoc and hit targets of opportunity, but not so much power that mobility is lost.
