The in-universe reason for the latter hasn't been established yet, though we all know the meta reason is because the author realized that that single ability, more than anything, killed any potential for tension in this series and knew he had to remove it as soon as possible without just straight up retconning things.

However, after the fight with the big tiddie onee-san, he unleashed his power which is pretty much unlimited and a piece of paper cannot handle his magic. I have a theory that the scrolls burn because there is too much power in whatever he sketches on them. Powerful scrolls would be a core part of Pansylvania's industry and identity, so why wouldn't they have the highest quality parchments for it? But do you remembered the scene where Akira went to check shops for such parchment? No, I don't remember the scene either because he never did. Why didn't he?
