If he has knowledge of that particular creature existing in that world, then sure he could, but there has been no indication that that kind of creature existing.

His Drawing: Summon skill can only summon things that he has knowledge of and exists, like how he first drew that dragon milf.

He isn't able to anymore, when he draws up an elixir using scrolls it just burns up before it materializes.

I think that analysis orb thing is the way the kingdom replicates/steals skills, that's why they lured Akira here in order for them to gain that skill as well.

Only if angels that can do that exist in the world. its been established that he cant draw and summon anything that doesn't exist by the logic of the world. He also can't draw other humans, the one exception being that human who is actually a dragon cause of a loophole where he can draw her dragon form and it can turn human.

As for the elixirs, he literally cant any more. that is literally why they are in this country infiltrating the library. he is trying to figure out why he is unable to draw and summon them any more.

Sure, but his summons already have powers that their real counterparts don't. Making a summon variant with the ability to heal, so long as he sees it as plausible, should be no harder than making a golem that fires lasers or divine beasts that turn into spears.

I feel like two things need to happen over the next couple chapters. First he needs to destroy the orb that analyses skill just in general but given the zombie state all those people are in, either it incapacitates those whose skills it assimilated or the duke is just killing them even after stealing skills and reanimating them. Second, Akira needs to cut off the duke's legs then beat him to death with them.
