my bad i had thought the red potion was the elixir. and no they dont have permission to enter. the princess doesn't have the authority to grant it. thats why they are sneaking in. no where in chapter 137 was it stated they were allowed to be inside.

In cha 136 princess says he will go and ask his father (the king) for permission. She probably asks it of screen and they have the permission aside from the princess.
