That's a nice, plausible scene with Oda! As a commander who heavily used Renaissance-era firearms, he'd instantly grasp the implications of 19th century developments in this field -- 100%.

For that matter, a commander of any era probably would, provided they had an open mind. Heck, Hannibal earlier was admiring the Gatling Gun, and I'd bet the actual Hannibal too would have been appreciative.
