Sureau was pretty against using dark arts on Farlyn but it's fine when Maizuru uses it on Izutsumi..? Or I guess Maizuru only did the neck spell.

I don't think it was Maizuru who hybridized Izutsumi. Probably just did the control curse.

If anything, the neck spell is likely somekind of safeguard in case she goes feral like Falin. Assuming Dark arts is used to make chimeras and there's been multiple cases, it's likely a global phenomenon where shady groups do it illegally.

Then maybe Toshirou's father caught the group in a buy-bust operation since they're basically the govt and rescued the chimeras, but added a safeguard incase the chimera goes wild. It would also explain why Toshirou's pretty against dark arts as well since he likely has experience on how it ends up.
