Maybe not, I would assume they were created from sacrifice. The witches death imbued her beloved belongings and companions with more power and their roles.

The dragons destroyed the world and beat each other but the dark dragon came out on top and made the rules of the new world.

So TLDR this chap: the witch is actually a stronger/higher existence than the dragons themselves. The apocalypse dragon is dead and may have multiple consciousness
