I believe that's for releases done by groups who explicitly state that they don't want their work on Mangadex. Mangadex abides by their wishes, but once the group is confirmed dead for at least half a year their work can be uploaded.

There's no written rule on sniping but it's generally frowned upon by the community, especially when it's done by opportunists.
Ive seen a few really nasty cases of them attacking snipers who go for a series that have sat for over a year, and not even attaching any kind of pay us to the work, just wanting to pick up a dead series (to be clear I'm talking LN/WN manly) But yeah worst ones I've seen is when the translator frames themselves so that the fans of the series treat them as somthing like a celerity or somthing, the many aren't just the series fans they are the translators, then the translator will point the fans at a sniper to attack. Worst I've seen is Zira, he was stockpiling chapters for well over a year behind a paywall that "dosnt exist" do to a cease and disist but at the end of each new chapter was a input a patreon code for next chapter thing, but "it wasn't given to new patreon" Basically he quietly gave it to long time patreons creating a special inner circle. His patreon also "wasn't for the series" but for his other works, with far less views, but still linked at the end of each chapter of all works, he had received a cease and desist according to him when the series got licensed but made deals with the company to get permissions (all according to him), so it was no longer for that series, just for supporting him. It was all very sketchy and sadly is still a thing as he formed the manga group and bullied the sniper into working under him with the fans. When the sniper came out his fans that had already read behind the paywall just swarmed and attacked, while zira accepted all buddy buddy in the chat with advice, while also trash talking the new writer on every new chapter he posted to keep up on his own site.
But my point is the ones with the fans treating the translators themselves as part of what they are a fan of are the really nasty ones.

Not familiar with this one, but while I'm generally not fond of snipers I'm less fond of for-profit scanlators. So yeah, snipe away, lol.

Yeah its a very quite one, his comment sections are moderated on the WN, and his comment lawyer is active both there and even here, so you cant really raise questions in the mangas forums as you'll just get grouped up on by fans (his mods) they tried to get me to hop in there discord to talk there instead, were they have mod powers and they could keep it more hidden as well as delete it. But yeah unlike a lot of scammers who spam a ton of series he monopolizes one. Basically he does super slow updates while stockpiling, and linking patreon with few details, at the end of chapters the patreon password prompt, if asked how to gain access he will claim its only for patreons that were subbed before the series was licensed and that he was ok'ed to keep early access paywall for them. But he phases it as they need to be at least a unset amount of time subbed and he will quietly give it, so that he gets a ton of patreon subs who dont want to miss out on bonuses by unsubbing. The paywall gets a chapter a month, but the only time a free one came out was when he wanted to bait a few more subbs. Once he had enough he only gave them to paywall for around a year, stockpiling around 60 chapters.
A mixed mtl and proper translator picked it up. Posting rapidly, at first he sent fans and mocked, then he started releasing his stock a chapter a day to catch up, as he claims it takes days to do proper translations this really outed him. But still his fans kept attacking the new translator, He even claimed that he had special permission from the company that licensed it, and the new translator did not, and that the new translator would need to ether stop or work under him, supposedly the new one got a cease and desist. Eventually the new one got pulled into his group and just kind of vanished, not really sure but they seem to have quite.
The manga has much less going on at this point, but the chat lawyer is in there and the fans are being worked in a similar way. They are operating on the discord of Zira the WN translator with him having unknown amount of influence. So he is still monopolizing the series.
The big problem is there is really no were to talk about it, its a more subtle scam than most and many wont notice till somthing is said, but its only present in one series, but the comment sections of that series are not options as they are far to controlled, say anything and you'll get swarmed and mocked by a few fans (his mods) and then no one wants to jump the middle and they rile the crowed up against you. Its the kind of problem that want really get noticed by many till called out, but there is nowhere to call it out. Like I shouldn't really be talking about it here, but the question is were?

reminds me of the old sites that used to do that sorta shit with other people's scanlations.
