It's now 2019 (just).
However, the tech hasn't really changed all that much.
At least, not in regard to how programs function.
We still deal with viruses, TSRs, memory constraints (trust me, with a ten year old PC, memory becomes a real issue with current software; that's why each new generation of system boards allows for greater amounts of memory), having to clean out dust, the dangers of power surges...
Really, other than no longer needing Internet connection software separate from the OS, it still seems relevant.
I'd much rather have E than Cortana.
Oh, there are 18 chapters total in the published volume, per MyAnimeList; at this time, only the first 11 have been scanlated.
