There's pros and cons to licensing and scanlations.
People may read the scanlation for free and find out that the series is trash, so they won't buy it. Sometimes the scanlation is a massive hit and even without an anime, it gets people talking and gets the series licensed, and that mangaka's work is now hugely popular outside of Japan.
When a series gets officially released, sometimes it could have mistakes where your only option is to buy the volume again, the series goes out of print and becomes awful to buy, or it's consistently years behind the Japanese release and it kills any hype or discussion around it. And sometimes everything is fine and everyone's happy. Yay.
