This is going trope now, evil guy that's super evil just for being evil and religious guy being evil because religion has to be evil.

To be fair, IRL evil people are often just selfish, greedy, and cruel. Also, people complain about religion in Japanese fantasy being evil, but they're almost always talking about a religion that's clearly fantasy Catholicism, and the medieval Catholic church was a notoriously corrupt and cruel organization. (In fact, the modern catholic church is still corrupt, but mangadex isn't the right place to talk about that.)

Also, it would be weirder if a military organization with secret police -esque duties wasn't full of corrupt individuals. That's such an easy position of power to abuse. The knight lady they just introduced this chapter is also almost certainly a good guy, and she'll probably serve as the sympathetic detective in this superhero style vigilante story.
