Not always! I mean a pyrrhic victory, is still a victory... just not much of one.

Leveling a large chunks of a fortress with artillery and then launching overrun attacks backed by commandos using massed fire and more artillery to capture it... still counts as capturing it.

...even if very little of it is left afterwards.
