@potatophish Not quite, there's isn't any leavener in Russian pancakes (also called blini) or thickening agents, and the ratio of milk to flour is like 1:1, which causes pancakes to be very thin like crepes.
Don't knock on condensed milk - most people in Russia boil it for 2-3 hours to caramelize it to a brown color and get a dulce de leche. Very nice topping for pancakes.
