"we can't shelter those who fled the empire after losing"
What an asshole, it hasn't even been 2 months since his village was sacrificing their people sometimes even kids just to placate the empire.
A group of beast people that fought but lost, is way better then his pathetic ass that only took up arms when he knew he could win.

Thanks for the new chapter!

Looks like waifu #2 is here.
That exchange was kind of uncalled for. I think what happened is that the elves and the kitsunebi tribes both mounted a joint resistance front against the empire - when they both lost to the empire, the kitsunebi tribe fled and hid away while the elves resisted to the very last moment (maybe to also let the kitsunebi tribe escape and hide) resulting to the elves' enslavement (while the kitsunebis continue with some sort of guerilla resitance). That might be why Loreu is kind of holding a grudge against them.

Ok I don't think those villages are actually a normal village, it is probably equal to a town or city in terms of populations, the scale is just too big here.

I know the empire wouldn't be able to dispatch their actual forces but pretty sure they would if the noble that ruled over the region told them that there's rebellion, but I don't think it is realistic enough to fight the empire without numbers backing you up.

Blugh.
Here comes the Harem tag, even though the elf girl is the obvious best choice for every reason.

If not for her resisting Cyril's advances, they could be married already. She's just not ready for romance yet. If Kuu happens to be, who can Lucie blame? Not that I'd expect Cyril to suddenly switch to another girl when he went as far as naming the elven nation after Lucie. Still, it's kind of two-faced, from Lucie, to blame Cyril for looking for another girl when she keeps withholding her answer to his proposal.

Not just that Cyril named the country after Lucie, but that Lucie explicitly reminds Cyril of his dead elf lover.
So, really, Cyril didn't just cheat on Lucie, but also his dead wife.
Plus, Cyril slept with Kuu the same day he met her again after years apart. Is he seriously that weak willed? I never read the light novel, and this manga got axed, but no shot he actually stays with just these two girls through the whole story.

I don't think it's two faced at all to expect the love of your life to wait until you're ready to accept their feelings.

Cyril is not Lucie's love of her life. She hasn't been sure if she really loves him romantically at all. So, she has kept him waiting, for months, in a world where they could all be dead a week later if the empire happened to get really angry and sent an army of ten thousand to deal with the elves once and for all. That's what I called sort of two-faced: she refuses to answer his confession for months, so is she utterly blameless if he can't keep waiting anymore?

Unfortunately I can't comment on the rest of your post because you are basically spoiling the following chapters.

Oh, sorry, I thought this comment thread was on a later chapter.
I'll go back and add spoiler tags.
