Okay, so the Diclonius born artificially and Lucy can go postal on humans from about 3yo, killing everyone, even their parents.
Kurama knew about it and seeing his daughter having horns, preventing inevitable had to kill her, but his wife after trying so hard to get pregnant didn't know she would grow up eventually to be a unconditional beast and seeing that, killed herself.
Kurama job might make him senseless, but to him Diclonius weren't technically humans, moreover an invasive species threatening humanity.
It's still pretty fucked up to shoot them, just to check how they're evolving...
Damn, Kisaragi might be klutzy, but what happened to her would be still avoided if they lowered her value as a hostage.
