This is a little late, but the reason Elrien can't do much here is because this world isn't under his direct management. Gods are usually only allowed to actively interfere( ie., anything more than oracles or giving priests powers) in worlds under their direct management.

I suppose he could try to give a oracle that says "raid this noble's house" but something like that would likely spark a war between religions because other gods would see it as a overreach of authority.
