If it's the first upload in a given language by the specific uploaded, they will show up as unavailable until they've been approved. It's not something they do kn purpose like you described.

I saw the cover of the thing first and then the promo afterward. Some people don’t automatically scroll through and stare at the chapter list before the picture.
I looked at the picture and was like that’s a good looking manga then saw promo second, I’m sorry if I’m lacking in the brain department for you.
