Someone explained that the events of first chapter (him running trains) never happened, and that the only thing he did was being mean to his fiancé. Granted, at the end he was going to hurt her if the game’s MC didn’t get in the way, but what else has he done to get this level of hatred?

Rereading this, I noticed an earlier chapter mentioned the previous lords never did anything for the town, they just collected taxes without giving anything back. In that light, it's quite possible the townspeople didn't hate the MC personally as much as they hate to have yet another scumbag noble as the lord. Considering the rumours around Leold, it's not unreasonable for them to expect that Leold will only make their lives more miserable when they are already suffering from a failing economy and drought. So, if it was a prosperous town with no particular problems, maybe they wouldn't even care that much.

Yeah I can definitely see that with the new city. I should have mentioned I did a quick re-read after the latest chapter. I was wondering why he was groveling so much if he never had a chance to go full on evil. At least as far as been shown.

That's indeed a rather pecualiar detail. For even the denizens of a distant town to have heard so bad news and for the princess to be personally interested, he simply must have performed various fell deeds. It's not like we'd have actually seen much of his life before the story began. Not killing, I imagine, but various levels of sexual assault, extortion, threats, bullying, oppressing commoners. If rape was involved, it's possible a victim committed suicide out of shame, which might be the worst of his deeds. Otherwise nothing explains the level of hatred and the punishments (disowning and exile). It simply makes no sense he wouldn't have yet done much.
