Lightning Bolt just continuing, yet ever more, that he's a manchild in the most endearing sense imho. He cares about EVOL because in his head, they complete him. They give him something to fight against and gain attention from- But also, they fulfill that childish view of superheroes he has. They are his Arch Enemies, so to speak, so he wants them alive and well. If they're in danger, he will jump to their rescue. If they are despairing, he will try to encourage them [albeit, pretty poorly, as we've jsut seen LOL].
He's so neat. I like him. I like that he's a parody of a parody, a commentary of a commentary of a commentary. He's looped around to become something sincere in his beliefs in justice and upholding it, and his understanding that, for all he claims EVOL are his enemies, they're just kids. I'm sure part of him wants to see them grow and become the true nemeses he has been wanting all his life. Supposedly! Based off implication of his dialogue and such post-powers being taken. Pre-powers being taken is a whole other story fueled by, well, power :v
