I'm pretty sure the "quality" they are referring to is the aesthetic art, and apparently nothing else.
Not sure if this is just the tiger being, dumb and only knows the one line, but "Hurry and find the master... Otherwise death is the fate of everyone!" seems out of place.

It certainly looks like a chapter, but I prefer to be able to read than just looking at them.
