I think the fact that it took the form of a dead girl and contacted her parents is the "rare event" Monobe was talking about, probably the program is just some "adopt an endangered animal" kind of thing, but in this case it would be a literal adoption.

I wasn't expecting a government agency. I assumed this would be a simpler story with metaphysical aspects. Not that the tanuki wouldn't be nothing but a product of grieving parents' imagination, but basically that this would only be about dealing with the loss of a child by using the paranormal tanuki as a sort of comedic story tellingtool for it.
