@AllTheOtherNamesWereTaken Because he often spooked people who were trying to roll for a popular waifu like Scathach, and his original kit wasn't very impressive? XD He's a lot better now, though.

@AllTheOtherNamesWereTaken as Rednal said it used to spooke lots of player who were pulling for Shisho. Then there was a very underwhelmed kit, and sadly it doesn't even stop here:
In Fate Zero he was depicted as a very... jealous king who (with a different appearance) cause Diarmuid (Lancer) demise.
And -well- there are also a lot of comments of other servant about his less-than-stellar behaviour in FGO. To put in perspective, even Queen Mebd would sleep with any other male servant. Except him.
