Seems like a bit of both. It's probably more accurate to say she had dropped out because she mostly stopped going. However the school probably had to announce something. I'm not sure if it's a translation thing or if it's a definition for them on when someone has dropped out that the school then states that the person is no longer a student (not exactly expelled but a close translation). We'd need to know the original japanese and various people to argue what was said and I'm not able to do either of those.
