But he conveniently is dodging any responsibility and putting it all on Mukuru, while also hypocritically saying that he will kill him in revenge, while at the same time defending the people and corrupt system that exploited everyone

Dr Kudoia's evil is at the same level of that of the protagonist, he acts out of selfishness and hedonism to gratify his morbid thirst for knowledge, while Toshiro acts out from selfish hedonistic nihilism not caring about anyone else but himself and the girl he likes since he will be dead in 2 years so no one else matters

Kudoai however can at the very least be used by people like Hikasa, who despite his extremist means at least we now know for a fact now that he died and said his last words, was genuinely trying to make the world a better place by forcing society to move forward and away from a system that uses, abuses, and consumes people for fuel while remeaining stagnant and refusing to explore any alternative, because such different options would ultimately rob the power away from people thriving in the pain and misery of the least fortunate

There's nothing to punish Mukuru for here, end the people who died which weren't meant to die, didn't die because of him but thanked to Toshiro's actions

In fact he still has one more target left to kill

Because it doesn't matters at all how many times Yomiko cries and says that she is sorry, ultimately those are empty words and tears, because her actions by this chapter at least, her goals, and allegiances, are still completely tied and in line to the protection and survival an abusive status quo, and she may keep repeating sorry like a mantra, and could even feel bad about it, but at the end of the day, her life's plan is to secure a 9 to 5 for herself and her boyfriend within the structure of a predatory system at the expense of everyone else unlucky enough to end on her operation table
