well, in the chapter before it did seem like his power was slowly decreasing so it may been weakened, and hub style is an extremely powerful form, especially with an advanced version of mega man, it just had a lot of restrictions that either enemies knew how to exploit, or the enemy had certain immunities. And with double soul being a multiplier, it may even be more powerful than super beast-out

Cross Beast is a thing.
So the argument of double soul is stronger is muted, so why not double souls and then beast out?

We never seen Double Souls Photoman with Beast Out before. So why not for fun once in this extend special chapter.

Hell they could Quadruple stack, Cross Saito Beast Muramasa Style for a one off for fun in this.

Besides from plot that they doesn't want to violently drag Bass back to meet Cossack.
