People are found to follow rules and orders much better if they know and understand the reasoning behind them. However, if they feel like the rules are nothing but bullshit, they will look for any chance to break them. But then again, in the Asian "a nail that sticks out will be hammered down" cultural environment any individual who feels like rules need to be understood will likely be removed. Of course that was the old style of military leadership all around the world in the past as well.
