I think in that instance it was just part of her outfit, although poorly drawn since it looks like a censorship bar xd. Page 13 shows how her outfit looks like.

In any case, the censorship in this manga is simultaneously absurd, infuriating, amusing and inconsistent. They censor some bland butt that's not even really highlighted in the art style, yet they don't 10 pages later, and then they have things like the Igarashi "blowjob" sausage scene (ch 19 pg 28-30), the T H I C C "ninja woman" (somehow not called kunoichi as is tradition at this point) and the blacksmith grope scene (ch 21 pg 27).
