Why the emergency stair automatically lock from outside?what if there fire in the building,and the rescuer is using the stair but get locked out

I know there's risk of intruder using emergency stair,but there's should be some code regarding emergency exit

I think usually there’s a built-in mechanism you can switch up top to keep the door open, or at least there was where I used to live.

Either way, the emergency exit doors are purposefully designed that way to keep the fire and smoke from spreading, and fire fighters always carry tools with them to break stuff open anyway.
