The asterisk on page 14 is "chyansu tte?" in rough romaji. I would take this as "Her chance?" in reference to the last line of the first speech bubble on the page. I think this is him being surprised at her using Japanese loan slang dispite being a goddess.

Not sure if it was mistranslation but that was pretty funny.
It counts as a Religion but their view is very different. It's not liek a the christian religion that they worship God/Jesus and follow the mandments. Shintoism and Budhism is mostly about self enlightment. There is an aknowledgment of God but there is no worship, so pretty sure there is even this feeling that most Japanese ppl don't rly worship god itself, even if they go to temples and pray.

To add to that to this point if you check religious census, there are some that get 100%+ of japanese having a religion, because they think "I ate fried chicken on Christmas and went to the temple with my friends on New Year, so I must be christian and buddhist." At least for census, since they see it as a event=religion more than "way of life"=religion, at least for the majority.

And to expand to what is said in the novel about what Noah meant, is the fact they are not from this world so they don't have the restriction of being of one of the great religions from the holy gods, so Noah has the chance to poach at least a believer, since everyone (of the normal people) in the world has a mandate that they must follow the holy gods since birth so Noah can't even talk to them.

In short, since the natives are pretty much indoctrinated from birth to venerate the holy gods, the only chance she got is to turn outsiders, in this case the otherworlders from Earth, into her apostle and grant him/her powers and hopefully use that said powers to help the natives and kickstart her new religion. Is that right?

This is probably one of the most legitimate reasons I've seen for calling someone an "Evil Goddess". Usually it's nothing but a smoke screen to hide who the real evil is, but she actually did something most people, including neutral and informed people, would qualify as evil.

Somehow that felt weaker than the first time I read it as WN.

"I won't do it again because I was betrayed" is such a weak line of resolve
