To add to that to this point if you check religious census, there are some that get 100%+ of japanese having a religion, because they think "I ate fried chicken on Christmas and went to the temple with my friends on New Year, so I must be christian and buddhist." In short, since the natives are pretty much indoctrinated from birth to venerate the holy gods, the only chance she got is to turn outsiders, in this case the otherworlders from Earth, into her apostle and grant him/her powers and hopefully use that said powers to help the natives and kickstart her new religion. And to expand to what is said in the novel about what Noah meant, is the fact they are not from this world so they don't have the restriction of being of one of the great religions from the holy gods, so Noah has the chance to poach at least a believer, since everyone (of the normal people) in the world has a mandate that they must follow the holy gods since birth so Noah can't even talk to them.
