Basic hygiene for healers wouldn't require a lot of resources.
My initial reaction is to agree, and then shortly after that I wonder if it would actually be a lot of work.

Boiling water in order to sterilize it and whatever you're boiling in it can be quite a lot of extra energy usage when the energy for that comes from firewood that someone had to go gather, and someone had to go get that water from a well. Not that homes aren't going to have fires and aren't going to have water, but it isn't trivial.

And in all of these stories where people are bringing modern knowledge to places with less tech, it always seems like soap is expensive... I'm not sure how true that is since soap is aaaaaancient tech, but a lot of the ways to make it need some harsh chemicals or some expensive or labor intensive ingredients... So having every healer suddenly always have soap to wash their hands with seems like a tall order.

didn't they already make soap at some point?
for the workers that ended up being his fertilizer and bricks workforce, if i remember right.
so maybe they will get to that at some point or it is already not a big issue.

That looks like a lot of paperwork.
Seems like they should have some organisation that manages taxes all-year round.
As weird as it may seem, I want to see Ash reorganise the government’s bureaucracy.

As soon as I read that the comparison was with only the latter year, my mind was already screming "Nooo!"

That would be difficult without a bigger staff, moreover most of the villages are rural ones and travel time is long, that's probably why they only give yearly reports.
