You have a mistake in your translation on page 8. The joke/point is that the word for such a transformer, 柱上変圧器 (chūjōhen'atsuki), is provided the furigana reading ポールトランス (pōrutoransu). She's replying that this is analogous to writing the characters 宇宙 (typically "uchū") but reading as them コスモ (cosmo), not that the transformer has anything to do with outer space.

Certain mangakas have a Seinen style but often get their works published on Josei. And some Seinen mangakas decided to publish one of their works on Josei. And this applies to all demographics, actually. I've seen Shounen works made by Seinen mangakas, some Seinen mangas made by Shoujo/Josei mangakas, and Shoujo/Josei made by Shounen/Seinen mangakas. It happens.

But you are absolutely right that romance + SOL combo is a Seinen specialty, with the rest of the demographics playing catch up.
