There's only downsides to that imo.
Currently Kikuru is broken af. No mana means he can't be detected, see the previous fight against King Masura. Being able to recreate skills using sheer training means he's not class limited like normal hunters.

So currently, you have a stealth archer with ninja skills and close range swordsman skills as well as high speed movement abilities when everyone else is stuck as a Archer only, Swordsman only, or if they're lucky a "battle mage", but are mana limited.
Meaning in an attrition battle Kikuru comes out on top. Which he did in his fight against that ace asshole.

A special mana-less skill would probably require the creation of a new class to put Kikuru in to regulate him, not to mention additional jealousy that other mana-less people would have in him having that skill.

Finally giving him a skill undermines all the training he went through. Hellish training for him to have abilities similar to skills, only to be suddenly given one because...Zenith who hates him decides to on a whim?

i was looking at it more from a meta perspective, CAN zenith make a skill that requires no mana or would Kikurus abilities shock him?

how much is mana to zenith? does he actually use it himself? could it be said that Kikuru is approaching the realm of the gods through hard work?
